This one-day course serves as a refresher, providing a comprehensive overview of key principles in federal appropriations law, supplemented by the latest developments, GAO decisions, and HHS policies. Topics include a review of the bona fide needs rule and its application to severable and non-severable contracts, as well as the various sections of the Antideficiency Act and their implications for NIH contracts and programs. The course also covers the conduct of agency business during continuing resolutions and sequestration. Practical exercises will be included to reinforce these crucial fiscal concepts.

Audience:

This class is intended for contracting personnel, CORs, program personnel, administrative officers and assistants, budget officers, and anyone interested in how federal appropriations law pertains to NIH programs. Although taking the two-day Federal Appropriations Law class first is recommended, it is not required.
