Interagency Career Transition Assistance Plan

The Interagency Career Transition Assistance Plan (ICTAP) provides selection priority to eligible individuals who have been or will be involuntarily separated from their federal agency when applying for positions at other federal agencies.

5 CFR Subpart G: Interagency Career Transition Assistance Plan (ICTAP) for Displaced Employees

For example, if you work for the Department of Defense and receive a Reduction in Force (RIF) separation notice, you may apply for a competitive service job in the same local commuting area at the NIH. The ICTAP selection priority does not apply in the ICTAP eligible's current or former agency.

Eligibility Criteria

To qualify:

  1. Your current or last job was a career or career-conditional (tenure group I or II) position in the competitive service. ( Reference boxes 24 and 34 of your latest SF-50 form to determine your tenure and service type.
  2. You are or were impacted by one of the following:
    • Reduction in Force (RIF);
    • Removal for declining a directed transfer of function or reassignment to another local commuting area;
    • Compensation ending due to recovery from a work-related injury or illness that caused separation from your federal job;
    • Recovering after disability retirement;
    • Electing retirement during RIF; or
    • Being a Military or National Guard Technician with a special disability retirement.
  3. Apply for a job at or below your current grade, with no higher promotion potential.
  4. Have at least a "fully successful" performance rating (not needed for eligibility based on injury recovery or disability retirement).
  5. Work in the same local commuting area as the job you're applying for.
  6. Be rated well-qualified for the job.

Required Application Documents

  • The following documents must be submitted as they apply to your eligibility claim, before the announcement closes:
    • Your latest performance rating.
    • Proof of ICTAP eligibility, such as:
      • RIF notice.
      • Removal notice for refusing relocation.
      • Disability annuity termination notice.
      • Agency's certification of inability to reemploy you.
      • Latest SF-50 that shows your position, grade level, and duty location for the job you were (or will be) separated from.
      • If you did not reach your full performance level or promotion potential, you should also submit an additional SF-50 that documents that grade level.
