eOPF User Groups and Roles

Modern User Roles Defined

Role

Description of Permission(s)

Basic User

Displays a list of the documents within the employee's own OPF and provides the ability to download and print their documents. Previous role name was "Basic User Group"

HR Viewer

Displays a list of employee OPFs based on the user's account access. HR Viewers can view or print OPF documents included within their assigned access. Previous role name was "HR Specialists Group"

HR Document Management

HR Viewer permissions AND the ability to Add/Modify/Index/Extract/Delete documents within their assigned access. Previous role name was "eOPF Document Management" or "eOPF_Doc_mgmt" group.

HR Transfer

HR Document Management permissions AND the ability to request OPF folders from other agencies (as the gaining agency) or send OPF folders to other agencies (as the losing agency). Has access to reports. Previous role name was "Transfer Group"

HR Admin

HR Transfer permissions AND the ability to create/manage account permissions and user access in the App Admin, System Admin, and User Admin screens. Has access to additional admin reports. Previous role name was "Default Administration Group" and is reserved for users granting access to the system.

Agency Admin

HR Admin permissions AND the ability to manage security access for the entire agency/department. Previous role name was "Super Administrator" and is reserved for select HHS staff.

PMO Admin and Ops Admin (eOPF PWD Admin)

Reserved for OPM use. Manages master forms list and other system-wide functionality.

Legacy User Groups and Roles Defined

User Group

Description

eOPF User Groups

Groups are specific agency populations (e.g., HR Specialists, Benefits officers, employees). A user must be in a minimum of one group but can be included in more than one groups. The Default Administrator grants or denies access to functionality and to folders for each Group.

Basic User Group

View and print documents in own eOPF (all NIH federal employees)

HR Specialists Group

This role is reserved for some OHR members and those in CSD. The eOPF HR Specialist user group have the ability to view & print documents in own eOPF and other employees’ eOPF.

Purge Group

This role is reserved for the NIH WRD File Room. The eOPF_Purge user group have the ability to deleted documents from the Deleted Folder Side of other employees’ eOPF.

Transfer Group

This role is reserved for the NIH WRD File Room. The eOPF Transfer user group have the ability to perform gaining agency & losing agency transfer actions in eOPF.

Default Administration Group

Has access to functionality for User Admin, App Admin, and System Admin

Password Administrator Group
(eOPF PWD Admin)

Performs eOPF password administration for the agency

User Administration Functionality
(User Admin)

Grants access to modify eOPF settings related to user information, groups, and permissions. User Admin also provides the ability to generate Password Letters.

Application Administration Functionality
(App Admin)

Grants access to modify Forms, Types, Folder Sides, and other settings related to eOPF document indexing. App Admin also provides the ability to grant access to a user’s eOPF folder.

System Administration Functionality
(System Admin)

Grants access to eOPF system settings, such as system settings and PO ID Administrator email addresses.

Super Administrator

Manages the access of Super Users & other Administrators to POID(s). Note: The agency's eOPF Super Administrator is configured in the eOPF application by the EHRI PMO.

Super User

Member of HR Specialists Group who can access employee eOPFs in more than one POID/Organization Code/Activity Code combination

eOPF Document Management
(eOPF_Doc_mgmt)

This role is reserved for the NIH WRD File Room. The eOPF_Doc_Mgmt user group have access to the Import function. As a result, these import-enabled users have the ability to add (upload) documents into users eOPF and have access to the Import button via the eOPF main menu.
