Enterprise Human Capital Management (EHCM)

Overview

The Enterprise Human Capital Management (EHCM) system is an upgrade to Capital HR and our new time and attendance system, managed at the Department of Health and Human Services (HHS).

  • Capital HR is upgraded in Phase 1
  • DFAS will remain NIH's payroll provider
  • ITAS (Integrated Time and Attendance System) is replaced with PeopleSoft T&A in Phase 3

  • Replacement of ITAS and other HHS timekeeping system
  • Position management System and implementation
  • Integration with USA Staffing System

Phase 1: Key Information

  • System access will be via AMS with PIV Card
  • Current users will be migrated with same roles
  • Main change in navigation look & feel
  • System Upgrade only, not many changes in functionality
  • All data will be migrated
  • Interfaces with existing systems will continue w/o change
  • All reports in Capital HR will be migrated
  • 3 Online Trainings will be available to IC users via LMS (coming soon)
  • Data clean-up will continue up to implementation and post implementation
  • Focus to timekeeping will shift post Phase 1 Rollout
  • Your pay date will remain the same
