Overview
The Enterprise Human Capital Management (EHCM) system is used throughout HHS to process personnel actions, administer benefits, and more. EHCM is an upgrade to the Capital HR system. Capital HR launched in 2002 and EHCM replaced Capital HR in 2019. EHCM is managed by the Department of Health and Human Services (HHS).

On the 2nd Friday of each pay period starting at 5:00PM (EST) through the 1st Monday of the pay period 6:00 AM (EST) EHCM will be down

Account information
Accounts automatically lock if you have not logged in within the last 60 days and are deleted if you have not logged in within 180 days.
New EHCM users must log-in with a physical PIV Card. Unfortunately, using “network credentials” or FIDO keys are not an option at this time.
