EHCM (Enterprise Human Capital Management) will be unavailable starting at 5:00pm (EST) Friday, September 22, 2023, until 7:00am (EST) Thursday September 28, 2023, in order to perform the Fiscal Year Annual CAN (Common Accounting Number) rollover process. Any actions in the system with an effective date of 9/24/23 or later, will be updated with the correct yearly CAN. The system is expected to be operational at 7:00am Thursday September 28, 2023. We will let you know if the system comes back online earlier. We apologize for any inconvenience this may cause you.

Overview

The Enterprise Human Capital Management (EHCM) system is used throughout HHS to process personnel actions, administer benefits, and more. EHCM is an upgrade to the Capital HR system. Capital HR launched in 2002 and EHCM replaced Capital HR in 2019. EHCM is managed by the Department of Health and Human Services (HHS).

On the 2nd Friday of each pay period starting at 5:00PM (EST) through the 1st Monday of the pay period 6:00 AM (EST) EHCM will be down

Accounts automatically lock if you have not logged in within the last 60 days and are deleted if you have not logged in within 180 days.

New EHCM users must log-in with a physical PIV Card. Unfortunately, using “network credentials” or FIDO keys are not an option at this time.
