NIH OHR's Workplace Flexibilities websites and resources are in the process of being updated due to recent guidance. We appreciate your patience as we update our resources and release communications related to implementation efforts.

The Department of Health and Human Services (HHS) issued Instruction 990-2, HHS Telework, effective March 13, 2025. This Instruction establishes HHS’s Telework Program and supersedes all previously issued Telework/workplace flexibilities policy and guidance.

As NIH implements the new HHS Telework Program, we remain committed to supporting our workforce in advancing the NIH mission. We will continue to uphold all existing Collective Bargaining Agreements and comply with all legal requirements in the adoption of this policy.

Programs Available to Employees

Ad-hoc Telework

A flexible work arrangement where an employee is scheduled to perform their work at an approved alternative worksite on an ad hoc/situational basis.

Alternative Work Schedules

A variety of scheduling options that provide an alternative to the standard workweek. 

Required Actions

Employees who wish to use any of the above flexibilities must accomplish the following:

  1. Complete Telework Training
  2. Submit a Telework Agreement to your supervisor.
    • Please note: If your ICO is using the Enterprise Content Management (ECM) System, then use the ECM dashboard to submit your telework agreement once available.
