Open Season

The Benefits Open Season runs November 11 through December 9, 2019. This is your annual opportunity to enroll, cancel, or change your health, dental, and/or vision insurance. It’s also your opportunity to enroll or re-enroll in the Flexible Spending Accounts Program. Unless you experience a qualifying life event during the year, the Open Season is your only opportunity to enroll, cancel, or make a change for the participating programs.

The following three programs are participating in this year’s Open Season for the 2020 plan year:

  1. Federal Employees Health Benefits (FEHB) Program
  2. Federal Employees Dental and Vision Insurance Program (FEDVIP)
  3. Flexible Spending Accounts (FSA) Program

Open Season Fairs

Learn more by attending an Open Season fair!  You can meet representatives from the insurance plans, the Flexible Spending Accounts Program, and other organizations related to benefits, financial fitness, and work/life programs at NIH.

Schedule fairs are as follows:

  • Research Triangle Park, NC:  November 5 (Tuesday) -- Keystone Bldg, Conf Rooms 1003 A&B from 11:00am to 2:00pm
  • Bethesda, MD:  November 19 (Tuesday) -- Natcher Atrium (Bldg 45) -- 10:00am to 2:00pm
  • Baltimore, MD:  November 21 (Thursday) -- BRC Atrium -- 9:00am to 1:00pm

* Exception: If you will be retiring between now and January 4, 2020, do not use myPay to make your Open Season change.  Instead, you must submit a hardcopy Health Benefits Election Form, SF 2809, along with your retirement paperwork to your Benefits Specialist.

Health Insurance (FEHB)

Use myPay to enroll, cancel, or make a change to your Federal Employees Health Benefits (FEHB) enrollment. To compare plans, use Consumer’s Checkbook or OPM’s Comparison Tool. Elections will be effective January 5, 2020.

If you do not submit an election, your current enrollment will automatically continue into 2020, subject to any changes identified in your plan brochure. Even if you are completely satisfied with your current health plan, you should review the 2020 plan brochure to ensure you are aware of all changes, including changes in premiums, coverage offered, and providers.

Dental and Vision Insurance (FEDVIP)

Use the BENEFEDS Portal to enroll, cancel, or make a change to your Federal Employees Dental and Vision Insurance Program (FEDVIP) enrollment. You may call 1-877-888-3337 (TTY: 1-877-889-5680). To compare plans, use the OPM Comparison Tool or the BENEFEDS Tool. Elections will be effective January 1, 2020.

If you do not submit an election, your current enrollment will continue into 2020, subject to any changes identified in your dental and vision plan brochure. Even if you are completely satisfied with your current plan, you should review the 2020 plan brochure to ensure you are aware of all changes, including changes in premiums, coverage offered, and providers.

Flexible Spending Accounts (FSA)

Use the FSAFEDS website if you wish to enroll in an FSA for 2020. You may also call 877-372-3337 (TTY: 1-866-353-8058). Elections will be effective January 1, 2020.

If you are currently enrolled in an FSA, your current enrollment will not automatically continue. To participate in 2020, you must re-enroll during the Open Season.

Other Federal Benefits Not Participating in Open Season

Thrift Savings Plan (TSP): You may start, stop, or change your TSP contributions at any time via myPay.

Life Insurance (FEGLI): You may enroll and increase (OPM) coverage under limited circumstances. You may decrease or waive coverage at any time by completing an SF-2817  and forwarding it to your Benefits Contact.

Long Term Care Insurance (FLTCIP): If you're in an eligible group, you can apply at any time, using the full underwriting application.
