Career Transition Assistance Program

If you're an HHS employee with a Reduction in Force (RIF) notice or a Certification of Expected Separation (CES), you may receive selection priority under the HHS Agency Career Transition Assistance Program (CTAP).

5 CFR Part 330 Subpart F: Agency Career Transition Assistance Plan (CTAP) for Local Surplus and Displaced Employees

Eligibility Criteria

To qualify, you must:

  1. Be a current HHS career or career-conditional (tenure group I or II) competitive service employee who has received a RIF separation notice, or a Certification of Expected Separation (CES), and the date of the RIF separation has not passed. Reference boxes 24 and 34 of your latest SF-50 form to determine your tenure and service type.
  2. Apply for a job at or below your current grade, with no higher promotion potential.
  3. Have at least a "fully successful" performance rating.
  4. Work in the same local commuting area as the job you're applying for.
  5. Be rated well-qualified for the job.

Required Application Documents

The following documents must be submitted as they apply to your eligibility claim, before the announcement closes:

  • Your RIF notice or CES.
  • Your latest performance rating.
  • If relevant, removal notice for relocation refusal or a letter showing you're in a surplus role or field.
  • Latest SF-50 that shows your position, grade level, and duty location for the job you will be separated from.
  • If you did not reach your full performance level or promotion potential, you should also submit an additional SF-50 that documents that grade level.
