Summary

This position serves as an Auditor in the Division of Financial Advisory Services (DFAS). Office of Acquisition and Logistics Management (OALM), Office of Management (OM), Office of the Director (OD), NIH. and provides financial advice, participates in the development and implementation of cost policy, resolves audit findings, performs cost analyses and special reviews and negotiates indirect cost rates.

Duties

Advise on or perform systematic examination and appraisal of financial records, financial and management reports, management controls, policies and practices. Audit and review allegations of fraud, waste, abuse, and mismanagement of agency programs, and improper conduct by employees. Assess the adequacy and effectiveness of risk management and internal controls for grants, contracts, accounting, financial, and management reporting systems. Develop detailed audit and review plans for complex and out of the ordinary problems and issues which may have agency-wide impact and require the revision and modification of program procedures and policies. Provide expert advice and guidance to lower graded auditors and others on the interpretation of the regulations and their application to controversial auditing problems, especially where governing laws and regulations are highly interpretive and/or precedents are nonexistent, obscure or conflicting. Evaluate areas for audit/review by obtaining comprehensive data from previous studies, researching and analyzing pertinent laws, legislative history, regulations and management controls. Independently plan, organize, conduct, and report on audits and reviews including objectives, scope, methodology, field work, analyses, findings, conclusions, and recommendations.
