Summary

The National Institutes of Health (NIH) seeks a visionary IT leader as Chief, Enterprise Business Application Services. In this senior role, you will set strategic direction and long-range plans for enterprise business systems. You will ensure the secure, reliable, and cost-effective delivery of administrative and operational applications, directly impacting NIH's ability to support world-class biomedical research administration across the agency.

Duties

Serves as the authoritative technical advisor to NIH and HHS leadership on application modernization, software lifecycle management, and future-state roadmap development for aging or evolving enterprise platforms including optimization and centralization of administrative systems across NIH. Directs and oversees the complete lifecycle of NIH's enterprise business application portfolio, including current mission-critical systems such as the NIH Enterprise Directory (NED), NIH Enterprise Ethics System (NEES), Integrated Time and Attendance System (ITAS), SAAVI, nVision analytics, FOIAXpress, and core administrative platforms Establishes long-range strategic goals and technology roadmaps aligned with NIH, HHS, and Federal mandates, including Presidential Executive Orders, cybersecurity directives, and statutory requirements governing ethics and information management. Drives the continuous improvement, deployment, and automation of scalable, secure enterprise workflows to ensure seamless operational capabilities across a geographically distributed environment. Manages comprehensive risk frameworks and cybersecurity coordination to safeguard the application ecosystem against emerging threats while enhancing organizational responsiveness. Fosters strategic partnerships across NIH Institutes, Centers, and HHS operating divisions to deliver collaborative, user-focused IT service delivery. Formulates and executes complex budgets, technology investment plans to maximize cost-efficiency and ensure effective stewardship of public funds. Oversee acquisition and contract management, establishing rigorous internal controls and operational policies to guarantee strict compliance and governance.
