Summary

This position leads teams of specialists or independently analyzes and evaluates the effectiveness of programs and operations in meeting established goals, integrating financial, technical, and programmatic information to support informed decision-making. The role uses relevant research, legislative developments, and policy trends to advise agency managers and shape regulatory, legislative, and budgetary proposals that enhance overall program performance.

Duties

If selected for this position, your duties may include, but are not limited to the following: Analyze and evaluate, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives; and analyze and integrate program financial, technical, and other information. Analyze organizational priorities and provide a wide range of liaison services to support program and/or administrative functions, including the development and implementation of policies and procedures. Define goals to be met on major program issues, recommend a course of action, and implement the course of action chosen for various administrative areas of the organization, such as budget and fiscal management, supply, service and equipment procurement, personnel and workforce utilization, contract negotiation, construction and renovation, or space utilization. Develop detailed plans, goals, and objectives for the long-range implementation, administration and change of the assigned program, and develop criteria for evaluating the effectiveness of the program. Serve as an expert program analyst and provides assistance in one or more of the following areas: policy analysis, program oversight, evaluation activities, strategic planning, and research coordination. Develop and review legislative, regulatory and budgetary proposals. Evaluate the content of new or modified legislation, and/or agency policies and procedures for projected impact upon programs and resources. Maintain broad knowledge of relevant research and evaluation findings as well as legislative developments related to assigned areas. Make recommendations on new or modified developments, priorities and objectives to improve the organization's program performance.
