Summary

The Program Specialist (Facilities Integration) is responsible for planning, coordinating, and evaluating facility-related programs and initiatives in support of the NHGRI Intramural Research Program. This position functions as a principal advisor and liaison between NHGRI leadership, scientific programs, and service providers to ensure that facilities, space, infrastructure, and safety-related needs are effectively integrated into organizational planning and operations.

Duties

Plans, develops, and implements comprehensive program strategies and integrated plans for the internal and external integration of day-to-day and long-range projects, actions and activities for all six divisions within the NHGRI. Analyzes complex program data and evaluates the effectiveness of operations using qualitative and quantitative methods in meeting established goals and objectives, identifies systemic issues, interdependencies, and risks, and develops recommendations that improve program performance, resource utilization, and mission outcomes. Develops, analyzes and presents comprehensive reports and decision packages for senior leadership that include findings, alternatives, and recommendations addressing complex and interrelated program issues with significant organizational impact. Directs the integration of space, safety, and emergency preparedness program requirements into organizational planning and decision-making for 500+ staff across multiple on and off-campus facilities. Analyzes space requirements, evaluates competing requests, and determines recommendations for space allocation decisions that directly impact organizational priorities and resource distribution. Leads and participates in meetings and briefings, and organizational forums and identifies commitments and action items, and ensures accountability for completion of actions that impact program execution and organizational priorities. Develops and executes comprehensive plans of action for programs requiring extensive coordination across multiple functional areas and stakeholders, ensuring alignment with strategic priorities and organizational objectives. Evaluates and determines program requirements associated with design, construction, and renovation activities, including cost implications, scheduling constraints, and impact on organization and presents recommendations to leadership for decision-making. Communicates with the leadership and affected staff to present and defend findings, recommendations and program impacts related to facilities and operations.
