Summary

NIH seeks an experienced leader to serve as Branch Chief in the Office of Budget. The incumbent leads NIH-wide budget formulation, modeling, and resource planning activities supporting approximately 27 appropriations and funding decisions. The position supervises a team of budget professionals, advises senior leadership on budget policy and Congressional matters, and provides strategic guidance to ensure effective stewardship of federal resources in support of NIH's biomedical research mission.

Duties

Serves as a principal advisor to NIH leadership on agency-wide budget strategy, resource allocation, and funding issues affecting NIH Institutes and Centers. Lead NIH-wide budget formulation, financial analysis, forecasting, and modeling activities, ensuring the development of accurate budget estimates, projections, and decision-support tools. Provide executive-level advice and recommendations to senior leadership regarding budget policy, fiscal planning, and funding strategies. Coordinate and represent the organization in interactions with NIH Institutes and Centers (ICs), HHS officials, OMB examiners, and Congressional stakeholders. Ensure compliance with federal appropriations law, HHS and NIH budget policies, and applicable financial management regulations. Supervise and evaluate a staff of budget and financial professionals performing complex analytical and advisory work. Lead efforts to improve financial management processes, reporting capabilities, and operational efficiencies. Perform other supervisory and program management duties as assigned.
