Summary

The National Institutes of Health (NIH) is seeking a highly experienced and visionary IT leader to serve as the Chief, Enterprise Network Services. This leadership role will influence NIH's ability to deliver world-class biomedical research and maintain secure, high-availability IT services. In this senior leadership role, you will set the strategic direction for network services, develop long-range plans, guide major IT investments, and ensure secure, reliable, and cost-effective operations.

Duties

Directs, manages, and oversees all aspects of NIH's enterprise network and telecommunications infrastructure, including the network backbone, local area networks across NIH Institutes and Centers, wireless services, firewall and security services, remote access, and NIH's implementation of the Department of Health and Human Services (HHS) Trusted Internet Connection (TIC) program. Serves as NIH's authoritative technical advisor on cabling, networking, and telecommunications. Represents NIH on interagency committees and working groups; and leads enterprise initiatives that strengthen network performance, cybersecurity posture, and operational resilience. Directs incident response, problem management, continuity planning, and disaster recovery efforts related to network infrastructure and services, ensuring rapid restoration of critical capabilities. Establishes long-range strategic goals, priorities, and performance objectives for complex IT service delivery and ensures alignment with NIH, HHS, and federal technology, cybersecurity, and modernization initiatives. Directs the planning, development, implementation, modernization, and continuous improvement of enterprise IT programs, systems, infrastructure, and customer-focused services to ensure secure, reliable, scalable, and mission-critical operational capabilities across geographically distributed environments. Oversees operational performance, risk management, cybersecurity coordination, technology investment planning, and service delivery strategies to enhance organizational effectiveness and responsiveness. Provides executive oversight of organizational resources, including workforce management, succession planning, budget formulation and execution, acquisition and contract management, and the establishment of internal controls and operational policies that ensure accountability, compliance, and effective stewardship of public resources. Collaborates with NIH Institutes and Centers, HHS organizations, federal partners, Internet service providers, and technology vendors to advance enterprise networking capabilities and support scientific collaboration.
