Summary

This position will serve as a Lead Other Transactions Agreements (OTA) Specialist with responsibility for overseeing and managing the use of OTAs.

Duties

Manage and coordinate a complex other transaction authority (OTA) award portfolio working collaboratively and strategically with the support of an OT Agreements Specialist and scientific program counterparts, which includes serving as a technical authority and resource in communicating with awardees and federal staff as related to the business terms and conditions, deliverables, and evaluation of the relevant award. Advises senior program staff in designing and developing program plans and strategies, including strategic assistance plans, funding plans, resource allocation plans, etc. Develops, recommends, and establishes short-and long-term plans for conducting continuing analysis of OTA activities. Formulates and develops strategies and plans for identifying potential or actual OTA problems, analyzes their impact and effects, and develops appropriate solutions including ongoing financial management and post-award monitoring to ensure compliance, accountability, and effective stewardship of funds. Participates in internal and external meetings to ensure consistent interpretation and implementation of OTAs and trains other staff in the appropriate use of this authority.
