Debbie Fountain
Deborah Fountain instructs our Purchase Card and Internal/External Requisitioner classes. She is a rehired annuitant with her last assignment serving as the Director of Change Management for the NIH Business System under OD/OALM. She is seasoned in all aspects of business operations to include budgeting, acquisitions (both simplified and contractual), financial recording, invoicing and payments, supply management, travel, fellowship stipend payments, property management and other miscellaneous financial processes. She earned several acquisition related certifications over the course of her career to include a Federal Acquisition Certification for Contracting Officer’s Representative (FAC-COR Level III) and a Federal Acquisition Certification for Program/Project Management (FAC-P/PM Level II). She has a BS in Animal Science from the University of Maryland.

Steven N. Tomanelli
Steven N. Tomanelli is an attorney specializing in government contract law and federal appropriations law in the Washington DC area. Mr. Tomanelli provides legal services, training and consulting services in all aspects of federal contracting and appropriations law. Mr. Tomanelli has taught courses and provided consulting services for HHS and NIH for over 20 years and has in-depth knowledge of the NIH mission.
Mr. Tomanelli received his B.A. and J.D. from Hofstra University, and a post-doctorate degree (LL.M) in Federal Procurement Law from George Washington University Law School.

Nancy Deering
Nancy Deering has been providing instructional services, including class facilitation and courseware design and development to commercial and government clients for more than 30 years. Through the NIHTC, she teaches several acquisitions management courses to include Purchase Card and IR/ER. She has participated in the creation of tailored courses for specific Institutes. Nancy worked with NBS personnel in the transition to UPK exercises as a platform for use in acquisition management courses. She has a BS in education and has been the owner/manager of several training centers in the Washington metropolitan area.

Kimberley Bradley
Dr. Kimberley W. Bradley has instructed the NIH Fellowship Payment System class since January 2020. Dr. Bradley’s professional goals are to build the skills necessary to prepare and facilitate presentations to diverse team members and audiences using formal and informal communication channels. She is exceptionally passionate about employee professional development. She has developed and delivered classes on a wide range of subjects, ranging from software to soft skills to diversity.

Lisa Arber has worked as a consultant to M.B. Harlow & Associates, Inc., since 1994. In this capacity she has trained all levels of NIH employees, both administrative and scientific staff in timekeeping policy and procedures. In addition to providing Basic and Advanced Timekeeping rules and regulations training and software functionality, she has specialty in youth leadership development and has some knowledge of travel rules and regulations.

Mara Harlow
Mara Harlow is the owner and president of M.B. Harlow & Associates, Inc., providing training to a wide variety of federal agencies, including all agencies of DHHS and the Office of Personnel Management. She has provided travel training to over 12,000 employees of the NIH and other DHHS agencies since 2000 and ITAS training to over 16,000 employees of the NIH and other DHHS agencies since 1994. She has developed travel and timekeeping documentation courseware used by all levels of NIH staff. Mara has also used OPM course materials to teach Introduction to Training Design and Development and Basic Employee Development Specialist Training.
Ms. Harlow has a Certification from Georgetown University in Training Design and Development.

Penelope Van Neste has trained all levels of NIH employees, both administrative and scientific staff, in travel policy and procedures since 1994. Ms. Van Neste also designs and revises and has designed course materials for the British and Canadian governments. Dr. Andres Fortino
Dr. Fortino is a Clinical Associate Professor of Management and Systems at New York University, where he teaches data analytics, data mining, and data visualization. Dr. Celmer received a Ph.D. in Organizational Leadership from Fordham University and has over 30 years of experience in the area of human relations. Eleven of those years were spent as a human resources consultant and organization development executive within Ciba-Geigy, a multibillion-dollar international pharmaceuticals and specialty chemicals firm. He now heads Celmer and Associates, Inc. an independent consulting practice focused on organizational improvement and employee effectiveness. Elena Juris
Elena Juris is the Director of the NIH Training Center (NIHTC). Before holding various positions at NIHTC, Elena developed patient and professional health education materials and campaigns for nonprofit, government, and private sectors clients, moving on to direct educational programming and national partnerships for the American Association of Poison Control Centers. She is a published medical author, including the patient guide, Positive Options for Complex Regional Pain Syndrome: Self-help and Treatment. Elena previously taught English at the university level and in corporate staff development programs in Europe and Washington, DC before launching the Effective Writing Refresher workshop at NIHTC.
Elena holds a B.A. in English from Brown University and an M.A. in Applied Linguistics/Education from the University of Surrey. She is a Sherpa-trained leadership coach, certified Strategic Planning facilitator, and MBTI Level I and II instructor as well.

Kelli Kolling is a leadership coach, management consultant and facilitator with over 20 years of experience across the public and private sectors. Barb LeClair
Barb LeClair is the Deputy Director at the NIH Training Center. Barb has been in this role since August 2016. Her expertise in training comes from years of instructor-led facilitation and synchronous or online training in both the public and private sector. As part of the leadership team at the NIH Training Center, Barb oversees training center operations, leads the marketing efforts and manages several of the program managers. Prior to coming to the NIH, Barb worked at the Office of Personnel Management, the Administrative Office of the US Courts and the Federal Aviation Administration. Barb graduated with a Master of Arts in Education and Human Development from the George Washington University and a Bachelor of Arts in Communication from Rutgers, The State University of NJ. Katherine Anne O’Neill
Katherine is a lecturer in the Professional Writing Program at the University of Maryland where she teaches scientific writing. She began teaching there in 2014.
Ms. O’Neill has authored numerous articles for scientific journals as well as publications for the general public.
She began her career in the laboratory, conducting research on the neurochemistry of behavior in rats and mice. After several years, Ms. O’Neill moved into the market research department of a pharmaceutical company where she was responsible for managing research to understand the needs and attitudes of healthcare consumers and providers. Ms. O’Neill later formed a consulting company to provide research and consulting services to clients in the healthcare industry.

Steve Piacente
Steve Piacente is an award-winning Washington correspondent and novelist whose portfolio includes digital strategy, social media, presentation training and business writing instruction.
Piacente joined The Communication Center in March 2013 after 10 years at the U.S. General Services Administration (GSA), where he served as deputy communications director, responsible for the web and social media team, and before that, as speechwriter for the GSA Administrator.
Piacente’s 2010 novel Bella won an Indie Excellence Award and the Readers’ Favorite Gold Medal for Dramatic Fiction. Another book he authored, Bootlicker, won the Readers’ Favorite Silver Medal for Southern Fiction. His reporting work and fiction have also both won competitions sponsored by the National Press Club.
Piacente has been a professional writer since graduating from American University in 1976. He started as a high school sportswriter at the Naples Daily News in Florida, switched to news at the Lakeland Ledger, and eventually wound his way back to D.C. in 1985 as Washington correspondent for the Tampa Tribune, and later, the Charleston (S.C.) Post & Courier.
Piacente also teaches communications at his alma mater, and has taught classes on public relations, media and politics, and reporting in other university Washington Semester programs. He is also a corporate writing instructor.
Piacente received a B.A. in communications from American, and a Masters in Fiction from Johns Hopkins University.

Lee Ann Wurster-Naefe
Lee Ann Wurster-Naefe, MBA, PCC, is a leadership coach, organizational consultant and educator. She has 30 years of management experience in health care, education, insurance and financial services, as well as with the federal government. She is the Director of the Leadership Coaching Certificate Program at the Institute for Transformational Leadership at Georgetown University. A faculty member since 2003, Lee Ann also teaches Leadership Presence. With a background in Human Resources and Organization Development, she specializes in leadership and team development, employee engagement and leading change and transition. Lee Ann has been coaching and consulting at NIH since 2004 and currently co-leads the NIH Women in Leadership Series.

Ms. Carpino is a Senior Consultant offering over 35 years of leadership and management experience in Federal government programs. Highly skilled Human Capital Practitioner with expertise in leading, designing and implementing Federal organizations and processes related to position management, classification, recruiting and staffing, pay administration, performance management, employee development, employee and labor relations, and training. Significant additional senior level experience in business process improvement, internal and external communications, strategic planning, program analysis and evaluation, policy development, regional program operations, intergovernmental affairs, nonprofit management, program start-up and career transition. Ms. Carpino has held leadership positions within the Departments of Commerce, Agriculture and Navy. She has also provided consulting services to NASA, the Departments of State and Transportation, and a number of nonprofit organizations.
Ms. Carpino holds a Master’s Certificate in Nonprofit Management from Notre Dame of Maryland University, as well as a Master’s degree in Public Administration from the University of Wisconsin. Ms. Carpino’s Bachelor’s degree is in Government and Politics/Journalism.

Bina specializes in employee relations matters within the federal and private sectors. Her career has included services for three federal agencies; FEMA, DLLR and USBOC. Her federal human resource service responsibilities include the following areas: classification, recruitment, benefits, training, employee and labor relations, workplace violence prevention, harassment, OSHA, Title 13 and Title VII compliance. Bina has held a Public Trust clearance.
