The National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) seeks a Clinical Director of Intramural Research with creative vision and strong leadership skills to guide its Clinical Research Program. One of the 27 Institutes and Centers (ICs) of the National Institutes of Health (NIH), NIDDK’s Division of Intramural Research (DIR) supports and conducts biomedical research and training at its laboratories and clinical facilities in Bethesda, Maryland, and Phoenix, Arizona, related to diabetes, endocrine, metabolic, and digestive diseases —including liver disease and nutrition—obesity, and kidney, urologic, and hematologic diseases with the goal of improving people’s health and quality of life.
As the Clinical Director, the incumbent is responsible for the oversight of the clinical research of the NIDDK’s, DIR, reports directly to the Director of NIDDK and also serves as a clinical policy advisor to the Scientific Director. This position is responsible for developing and ensuring the implementation of policies related to the conduct of intramural human subjects research, ensuring that the clinical research of the Division is consistent with the overall mission of NIDDK and NIH, ensuring compliance with NIH and Department of Health and Human Services (DHHS) policies for the conduct of clinical research, overseeing inpatient and outpatient clinical programs, and ensuring the scientific integrity and quality of the clinical research and clinical care conducted by NIDDK staff. The Clinical Director oversees clinical consultative services provided by NIDDK intramural clinical staff in the Clinical Center, serves as the IC’s liaison to the NIH Clinical Center and is expected to participate in and support the hospital Medical Executive Committee in implementing patient safety and quality practices. The Clinical Director oversees the Scientific Review Process and Data Safety Monitoring Boards to ensure that the highest standards of clinical research are met, and that clinical staff in the DIR are supported in this endeavor with adequate clinical research support systems. The Clinical Director supports NIH priorities and initiatives to diversify the biomedical workforce and promote a culture of racial, ethnic, disability, and gender equity.
The incumbent will develop, manage and continually evaluate the clinical research of NIDDK’s intramural program. The Clinical Director will be responsible for identifying areas of focus for clinical research within NIDDK DIR as well as facilitating the creative development of staff within their clinical areas of interest; be accountable to the IC Director for the overall quality of research implementation and for the protection of human subjects participating in DIR research; direct the process for study development, scientific review and preparation for Institutional Review Board review, including involvement as appropriate by external investigators with expertise appropriate for identified studies; and develop and manage the process for study management, study coordination and ongoing evaluation, to assure maximum effectiveness in the use of resources, including ethical and safe conduct of human subjects research. The incumbent also will have the opportunity to lead their own research program of research staff and trainees.
Specific responsibilities include:
The Clinical Director manages resources including identifying and justifying additional resources or redeploying resources in new ways to meet programmatic needs; assures the availability of statistical, computing and methodological resources to investigators during study design and analysis; and manages clinical research and quality management contractual arrangements for the program.
The incumbent develops and manages a comprehensive program to support education and career development of staff involved in clinical research; oversees clinical consultation services; collaborates with NIDDK Leadership, Clinical Center, other ICs and NIH offices to design and implement innovative programs to support recruitment and development of diverse clinical researchers; serves as a resource and mentor to staff in clinical research positions in other ICs as appropriate and as requested; and interacts with other IC Clinical Directors or appropriate personnel in programs requiring inter-Institute collaboration and shared patient care responsibilities.
The Clinical Director establishes collaborative relationships with professional colleagues in the external professional community and with community leaders that support the implementation of intramural studies with broad application to high priority health care problems and Institute initiatives. This is to include creating, managing, and developing effective partnerships with vulnerable communities/populations. This could include partnerships with investigators from other institutions to broaden sample size and diversity for intramural studies, participation on multi-site studies and collaboration with professional association leaders in the development of mutual projects. The Clinical Director serves as a role model and provides support for staff involvement and contribution to the profession and specialties in which they are active, through involvement and leadership in professional associations, presentations, publications, and research productivity.
Applicants must possess an M.D. or equivalent degree with a current medical license and be an outstanding scientist and clinical researcher who has a proven track record in managing significant clinical research programs. Applicants must also have senior-level clinical experience and be eligible for clinical privileges at the NIH Clinical Center. The candidate must have demonstrated administrative leadership experience running a complex clinical program or institution. The candidate should be a strong communicator with the ability to work collaboratively to solve problems and to make informed decisions.
The ideal candidate must be a recognized, international leader in the fields of NIDDK’s research to understand, treat, and prevent some of the most common and severe diseases affecting the public health (www.niddk.nih.gov). The candidate must have a substantial record of achievement in medicine and research as evidenced by ongoing patient-care activities, clinical teaching, publications, awards, and leadership activities.
In accordance with Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee’s duty location or work arrangement (e.g., telework, remote work, etc.), subject to exceptions that may be required by law. If selected, you will be required to submit proof of vaccination by November 22, 2021 or before your entrance on duty if you are selected after the compliance date. Your HR Consultant will provide a list of documents acceptable as proof of vaccination and instructions for how to submit a request for a legally required exception, if needed, to comply with vaccination requirement.
Salary is competitive and will be commensurate with the qualifications and experience of the candidate.
