Roles Role Description

Agency Super User

Agency Super User is the most powerful role with access to all EHRP implemented pages and with Correction mode. Individuals granted this role most likely serve as functional Agency Point of Contact (POC). Responsibility includes data corrections, but should be used on a limited basis.  The difference between the “Super User” and “Power User” is that the “Power User” does NOT have correction capabilities (the ‘correct history’ check box does not appear on certain pages in Capital HR). This role is limited, it is unlikely anyone at NIH will have this role, if you feel you require this role please contact HR Systems Support hrss@nih.gov and provide a justification.  
User is able to:

  • Update and/or correct employee and position data
  • Process all personnel actions including OPM corrections and cancellations
  • Update the Tree Manager, Job Openings, Workflow/Worklists, User Profiles, and some HHS custom processes.

User is only able to view the Security Roles and Permission for the assigned OPDIV access.

Agency Power User

Agency Power User is the second most powerful role with access to all EHRP implemented pages and some (not all) Correction mode. The difference between the “Super User” and “Power User” is that the “Power User” does NOT have correction capabilities (the ‘correct history’ check box does not appear on certain pages in Capital HR).  Power User has the ability to ‘update’, but no “Correction Access” to the POI table; Base Benefits enrollment and Employee pay related data pages.
Individuals granted this role most likely serve as functional Agency POC. Responsibility includes some data corrections, but should be used on a limited basis. This role is limited to certain NIH users who work in WRD & and are WRD leads (certain limited final authorizers), and HRSS team members who will be troubleshooting tickets and completing HRSAs.

User is able to:

  • Update the employee and position data
  • Process all personnel actions including OPM corrections and cancellations

User is only able to view the Security Roles and Permission for the assigned OpDiv access.

Agency PU No S/W

(Agency Power User No Security Workflow)

Agency Power User but no Security/Workflow access is also a powerful role similar to that of the Agency Power User.  However, this role does not have access to Security or Workflow administration. Correction mode is on base benefits processing and should be used on a limited basis. The difference between the Agency Super User and power use is that the Agency Power User does NOT have correction capabilities (the ‘correct history’ check box does not appear on certain pages in Capital HR).

Individuals in this role most likely serve as benefits processing power user. This role is limited, it is unlikely anyone at NIH will have this role, if you feel you require this role please contact HR Systems Support hrss@nih.gov and provide a justification.

  • Cannot grant/modify/delete access
  • Can see Compensation, Payroll, Workforce Dev, & Org Dev, just not in “correct history” mode

Agency SU No S/W

(Agency Super User No Security Workflow)

Agency Super User No Security/Workflow is a powerful role similar to that of the Agency Super User. This Role, however, does not have access to Security/Workflow Administration.  Correction mode should be used on a limited basis. The difference between the “Super User” and “Power User” is that the “Power User” does NOT have correction capabilities (the ‘correct history’ check box does not appear on certain pages in Capital HR). This role is limited, it is unlikely anyone at NIH will have this role, if you feel you require this role please contact HR Systems Support hrss@nih.gov and provide a justification.

  • Cannot grant/modify/delete access

Agncy PU No S/W PM VO

(Agency Power User No Security Workflow with Position Management View Only)

Agency Power User, No Security/Workflow, Position Management View Only is a similar role to that of Agency Power User. This Role, however, does not have access to Security/Workflow administration and Position Management access is View Only.  The difference between the “Super User” and “Power User” is that the “Power User” does NOT have correction capabilities (the ‘correct history’ check box does not appear on certain pages in Capital HR). This role is limited, it is unlikely anyone at NIH will have this role, if you feel you require this role, please contact HR Systems Support hrss@nih.gov and provide a justification.

  • Cannot grant/modify/delete access
  • Position Management View Only with correction capabilities

Agncy SU No S/W PM VO

(Agency Super User No Security Workflow with Position Management View Only)

Agency Super User, No Security/Workflow, Position Management View Only is a role similar to that of the Agency Super User except with no access to security/workflow administration , no organizational position title maintenance, and access to position management is view only.  Data corrections access should be used on a limited basis. The difference between the “Super User” and “Power User” is that the “Power User” does NOT have correction capabilities (the ‘correct history’ check box does not appear on certain pages in Capital HR). This role is limited to NIH users who work in WRD and are not leads. This is the most common WRD role.

  • Cannot grant/modify/delete access
  • Position Management View Only with correction capabilities

HR & Pos Mgt View Only

(Human Resources & Position Management View Only)

Human Resources & Position Management View Only role is similar to the HR Role, but with view only access to position management pages. At NIH this is the standard common role for HR Specialists and HR Assistants.

HR (View Only)

Human Resources View Only role is for HR staff that need view only and no update capabilities to HR employee data. Access includes applicable HR reports and views, but no access to the Race, Nationality, Origin (RNO) data and employee performance review pages. At NIH this is a common role for users who need view only access.

HR (VO) No Comp Emp or HHS

Human Resources View Only, No Compensate Employees or HHS role is for HR staff who need view only access to HR employee data, applicable HR reports and views. 

Role does not grant access to compensate employees, the HHS custom menu pages, and Race, Nationality, Origin (RNO) data. At NIH this is a common role for users who need view only access.

Management (VO) No Comp Emp

(Management View Only, No Compensation)

Management View Only, No Compensate Employees role is similar to that of Management but with view only access to the pages, and no access to compensate Employees menu.  Role is intended for managers and their administrative staff who will not need to request or route actions, but require information such as reports and inquiries to make decisions. Access includes reports and inquiries, but not the Ethnic Group and Disability data and its related reports/inquiries. At NIH this is the common standard role for IC (non-HR) users of Capital HR.

Management No Comp Emps

Management No Compensate Employees role for managers and administrative staff that includes capabilities to employee performance ratings, but with no access to the Compensate Employees menu. Access includes reports and inquires, but no access to the ethnic group and disability data and related reports/inquiries. At NIH this is a common role for users who need performance access.
